CRSS Launches New Publication of its Flagship Program – PACE
The Center for Research and Security Studies (CRSS) launches a new publication of its flagship program - Pakistan Center of Excellence (PACE) - covering three years of Countering Violent Extremism (CVE) programming. PACE is a CVE initiative brought forth by the help of the Government of Netherlands with the aim of provoking critical thinking through discourse focused on core fundamental values; namely, socio-political diversity, acceptance of diversity, rule of law and equal citizenry, and the laws stated under Articles 8 to 28 of the Constitution of Pakistan. China-Pakistan delegates discuss regional security, Afghanistan and India
Developing geo-political and strategic regional changes in the backdrop of the ongoing Afghan peace process, Modi’s thumping majority in his re-election and US-China trade war pose complicated implications for China, Pakistan and the region at large. In this context, Professor Ye Hailin stressed the need for increased regional cooperation and better ties for peace and security. He was heading a five member visiting delegation of Chinese Academy of Social Sciences (CASS) – a think tank based in Beijing, at the roundtable conference on Regional Security: Pakistan, China, Afghanistan and India, hosted by Center for Research and Security Studies (CRSS) in Islamabad on Wednesday. Lt Gen (retd) Asif Yasin, one of the delegates from the Pakistani side, stated that the friendship between Pakistan and China is not one between the people or governments but between the hearts and minds of the two nations which has been proven over and over again. China, besides Turkey and Malaysia, has stood by Pakistan through all difficult times, and Pakistan looks forward to even better times. In fact, Pakistan’s strategy under PM Imran Khan has been one of looking towards east rather than the west. Unlike his predecessors whose first official visits post-election would center in the west, PM Imran Khan has made a note of expanding Pakistan’s ties in the east, China being his second official visit after Saudi Arabia, he said. Regarding the ongoing US-Taliban talks, former Ambassador Qazi Humayun deliberated that the US has lost the war in Afghanistan, at an annual cost of $50 bn, but wants to recover its position on the negotiating table with Taliban. Rule of Law Vital to Empower Public and Strengthen Democracy: DPO, District Dir (Lower)
Fostering the linkages between the public and police - on mutual cooperation and information sharing mechanism - is need of the hour to bridge the gaps and critical to ameliorate the longstanding public-police trust. The purpose of rule of law is to empower the public with the sense of security and enable them to cooperate with and trust other members of the society as well as the institutions to achieve their shared goals and common objectives of social peace, cohesion and community development. Only in institutionalized form, can power be an authority and its use otherwise is a clear violation of law. The purpose of law is to control the illegal use of power. Rule of law means that everyone is subject to law; government, individuals or businesses. Law is applicable equally to all regardless of how powerful they are in terms of socio-political or economic status. These were the notions expressed by Mr. Arif Shahbaz, District Police Officer (DPO), Lower Dir during the nineteenth round of Ulasi Taroon, Youth Capacity Building Workshops organized by the Center for Research and Security Studies (CRSS) at and in collaboration with Shaheed Benazir Bhutto University, Sheringal, District Dir (Upper). Right to Health for Females, Facilities and Challenges In the latest episode of Ranra (Light) the right to health for females and challenges in this regard were highlighted. Recent information shows that more than 4% of women have no access to basic health facilities along with a very high mortality rate of 48% which raises serious concerns for the female population. The guest on the show Dr. Ismail, Principal Medical Officer (PMO) by profession said that health is a matter of great concern, especially when we talk about women. It is not only the fundamental human right to have good health facilities but also the key component of Universal Declaration of Human Rights (UDHR) moreover it is the constitutional right of citizens of the country that the state provides them with all the basic health facilities. While talking about the provision of reproductive health facilities in hospitals whether government or private, he addressed that the health system and mechanisms have improved to a great extent as strict implementations have been observed. Although the mushroom growth of private hospitals and clinics has been evident however people are still suffering not only because of expensive treatments but also because the resources of government hospitals have been divided because doctors of government hospitals have started their private clinics with increased fee structures. Article 25: Challenges and Measures The latest episode of Jwandai Jazbey (Alive Spirit) focused on Article 25 of Universal Declaration of Human Rights (UDHR) which is based on the right to good living standards for every individual and the challenges created by anthropogenic activities of human beings to achieve the entitled standards of life by opting for plastic in their daily activities. The guest on the show, Dr. Nadia, a climate expert by profession talked about the fundamental human rights and said that it is the constitutional and international right of all the human beings to have a clean and healthy environment under Article 25 of UDHR. She was of the view that with the advancement in technology and increasing needs of human beings the environment has been effected through multiple anthropogenic activities, out of which first and foremost is the use of plastic in our daily lives in different forms e.g. household, use of plastic utensils and polythene bags etc. While talking about the health hazards of plastic she was of the view that plastic by composition is a polymer which is non-biodegradable in nature due to which it affects human health if used frequently. She elaborated that use of plastic may cause cancer, depression, hormonal disturbances and many other genetic problems in human beings. Child Protection, Issues and Measures The recent episode of Jwandai Jazbey (Alive Spirit) discussed the challenges and measures for child protection in a detailed manner taking child protection as the primary responsibility of the state and prevention of child abuse as the dire need of state and society to cope up the existing situation of child abuse. The first guest, Ms. Rubina, Deputy Director Social Welfare and Women Empowerment, was of the view that according to the Constitution of Pakistan, the legal age of someone to be put in the category of child is 18 years, and as per our constitution state is bound to provide protection to the rights of every citizen including child rights. Starting from the birthright till the educational facilities and other social rights are the responsibility of the state to provide children with. She elaborated that the concept of child abuse is in the contemporary scenario is a wide spectrum phenomenon which is not only limited to the physical harm of a child, even the corporal punishments are given to the children in an educational institution is also included in the child abuse spectrum. She further said that the state has rehabilitation centres and help lines established for reformation and reporting the crime related to child abuse. On the question of penalties, she said that their child abuse is a non bailable offence followed by the cash penalty and even execution. 25th Constitutional Amendment, Initiatives and Hopes The latest episode of Jarga Marka (Debate and Council) was dedicated to the first anniversary of the 25th constitutional amendment. The progress and achievements in one year’s tenure were discussed in detail. The guest on the show, Mr. Ejaz Mohmand, an advocate by profession said that although the bill was moved and approved in the National Assembly to merge the tribal district with Khyber Pakhtunkhwa previous year, according to which it was hoped that the tribal people will get the same benefits as that of the other provinces. However, since its transition phase people of erstwhile FATA are still looking forward to the effective implementation of administrative and constitutional measures. On the question of NFC award share, he said that government has no proper plan for giving the proper share of NFC award to the tribal districts neither it is the justified share of FATA because government already has to pay 110 billion pending share amount in the previous budget. Now 3% share has been announced. He elaborated that the changes which were expected to be done as a result of a merger are still in question. He further said that merger and all the other things linked to it are limited to the paper documentation and no practical implementation has been ensured by the government till date. Women Empowerment and Entrepreneurship The latest episode of Ranra (Light) highlighted the role of women as entrepreneurs and the challenges faced by them. The guest in the show, Ms. Saba, an entrepreneur/ businesswomen said that women, being the majority of the population of Pakistan can play their positive and progressive role by putting in their efforts for the society’s progression. She elaborated that although participation of women is still less, nevertheless, there are women who are doing tremendous jobs as professionals. While talking about the challenges faced by women when it comes to businesses or jobs she said that many women still face harassment issues when they enter the workforce as she also faced such challenges at the start of her career. Yet she tried to compete with the male dominant setup of the society and broke stereotypes. She was of the view that parents should focus more on empowering their daughters and equip them with technical skills including giving them higher education. She said that although the government and civil society is playing its part to empower women by providing them with different vocational training and life skills but there is a dire need to do more in this regard as well as a responsibility falls on women to come forward, play their part and become role models for those who have fewer resources but they do want to be entrepreneurs. A report prepared by Mr. Shakir Mehsood from D.I. Khan stated that there is a dire need for doing a lot to empower women in contemporary times but unfortunately, there is no legal institution established yet, for instance a chamber of commerce in D.I. Khan to promote women empowerment. Equal Citizenry Vital to Uphold Rule of Law: SP Cantt. Peshawar
Rule of Law means that everyone in the society is subject to and equal before law regardless of one’s socio-political or economic background. Adherence to law is critical to uphold rule of law. These were the notions expressed by Mr. Wasim Riaz, Superintendent of Police, Peshawar Cantt. during the eighteenth round of Ulasi Taroon, Youth Capacity Building Workshops organized by the Center for Research and Security Studies (CRSS) at and in collaboration with the Department of Social Work, University of Peshawar. Mr. Wasim Riaz said that across the board accountability of indiscriminate nature is key to uphold rule of law and strengthen social cohesion. The de-politicization of the accountability processes is of paramount importance for transparent democracy. The application of accountability should not only be for the violation of laws and crimes committed but also for criminal negligence committed. The selective application of law is extremely detrimental to peace and potential to disintegration. Those at helm of the implementation of laws should be extremely responsible and vigilant as the powers come with great responsibilities. There is a very critical linkage between laws and rule of law; the better the law, the stronger the rule of law. The dispute resolution mechanism - including the alternate dispute resolution systems in place - is another crucial tool to ensure accessible justice. The coercive measures should not be the answer to ameliorate the issues facing the society. The objective evaluation of the causes of a problem - with empathetic approach at the core - is direly needed as core consideration to uphold rule of law.
