What Does Brics Declaration Mean For Pakistan?
The section on International Peace and Security (from point 35 to 52) of the 60-point declaration released at end of the BRICS summit held over the weekend in China has evoked mixed reactions in and outside Pakistan. Point 47 of the declaration reflects concerns shared by China, Russia, Pakistan, Iran and Turkey regarding the situation in Afghanistan. It not only condemns the continued spate of violence there but also supports 'Afghan-led and Afghan-owned' initiatives focused at promoting peace including the Moscow Format and the Heart of Asia-Istanbul. Several other points reflect BRICS countries' continued support for Palestinians, commitment and determination against trans-border terrorism, terrorist financing, and denial of space to foreign fighters as well as desire for negotiated settlement to other conflicts in the Middle-East and Africa. Point 48, in particular, has triggered a quasi-celebration among perennial critics and skeptics, in particular those who would draw sadistic pleasure over anything that would slur or defame Pakistan. The full-text of the point is as follows: "We support efforts of the Afghan National Defence and Security Forces in fighting terrorist organisations. We, in this regard, express concern on the security situation in the region and violence caused by the Taliban, ISIL/DAISH, Al-Qaida and its affiliates including Eastern Turkistan Islamic Movement, Islamic Movement of Uzbekistan, the Haqqani network, Lashkar-e-Taiba, Jaish-e-Mohammad, TTP and Hizb ut-Tahrir." Former Pakistani High Commissioner to India Abdul Basit has expressed surprise at some of the reactions to this part of the BRICS declaration. "These terror outfits are already proscribed in Pakistan. They were also mentioned in the Amritsar Heart of Asia conference in December last year with Pakistan on board," Basit has been quoted as saying. He has also pointed out that the Xiamen Declaration mentions the TTP, which Pakistani officials believe is funded by India. The...

Pakistan’s Sources of Resilience
In a recent article Battered, But Still Afloat, British author Anatol Lieven speaks about the resilience of the Pakistani society. While reviewing various strands of the society, Lieven lists the extended family and the Army as the two institutions that, he says, have been central reasons why crises that would have sunk other states have left Pakistan battered, but still afloat. “The centrality of the Army to Pakistan’s existence and future has been demonstrated both by its victory over the Pakistani Taliban and by China’s commitment to CPEC and its associated projects, which was made possible by the defeat of the Pakistani Taliban,” Lieven says. In addition to ongoing military operations against terrorist outfits, the Army has been assisting civil authorities in management of natural calamities as well. Rescue and relief operations carried following the 2005 earthquake, the massive floods of 2010 and 2011, and the recent torrential rains in Karachi are just a few examples. A gallery in the Pakistan Army Museum – devoted to the evolution of the global war on terrorism and the military’s operations in the Pak- Afghan border areas since December 2001 – offers a chilling reminder of the sacrifices that this country and its Armed forces have rendered. The subversion of the Constitution and self-serving socio-political engineering adventures by military generals like Ziaul Haq (Islamisation) and Pervaiz Musharraf (ill-conceived enlightened moderation) obscures a lot of good that the Armed forces have done for their country. Sucked into affairs of electoral politics, the Army officers are expected to go by the cardinal principles taught to them in training: command and obey. To our misfortune, such episodes have only served to distort the country’s political economy and stunt the growth of other national institutions like the judiciary, interior and foreign affairs ministries, and provincial police departments. Former Army chief General Ashfaq Kayani had admitted this...

Pakistan Is Not Deterred by Trump’s Afghan Policy That Favours India
Islamabad is extremely suspicious of Donald Trump’s South Asia policy because it gives an open cheque to India for mounting a double front against Pakistan A unanimous parliamentary resolution in Islamabad on August 30, which denounced United States President Donald Trump’s “complete disregard for Pakistan’s vast sacrifices” in counter-terror efforts and called on the government to consider suspending cooperation with the US, possibly defined the new contours of ties with Washington. Also, the tone and tenor of Prime Minister Shahid Khaqan Abbasi, who chaired two emergency huddles of the National Security Committee (NSC), a forum comprising top civilian and army officials, indicated that after a decade-and-a half of rocky ties Pakistani civilian and military elites have decided to collectively reject Trump’s intimidation of Pakistan while unveiling his new Afghan and South Asia strategy, on August 20. With this Pakistan drew the line between its own course of anti-terror action and the demands placed by Trump. It went into an “enough is enough” mode in unison, and foreign minister Khawaja Muhammad Asif put off his Washington visit, advising Alice Wells, US secretary of state for South and Central Asia, to do the same to avoid mutual embarrassments. Both Abbasi and army chief General Qamar Javed Bajwa openly rebuked Trump for singling out Pakistan as the cause of Afghanistan’s troubles, and instead demanded “due” recognition of its material losses (up to $125 bn) and human sacrifices (nearly 70,000) in the anti-terror war. Abbasi went to the extent of forecasting doom for Trump’s Afghan policy. And there are cogent reasons for this bravado in Islamabad. First, Trump and Prime Minister Modi’s ascendant views on Pakistan have fuelled frustration and driven the political Right and Left into believing that the “unholy collusion” comprising India, Afghanistan and the US is aimed at hurting the interests — not only of Pakistan but also of its political allies such as...

“
I am also a member of National Assembly’s Standing Committee on Information and Broadcasting. Recently, we held a meeting with the Director General of Radio Pakistan and we told them to initiate such local programs (like Constituency Hour) in regional languages to educate and inform people. Even Indian Radio can be heard in FATA which is being used for propaganda purposes and must be closed. Therefore, we should launch some standard and quality programs like CRSS that will change the taste of the listeners.
