“The elected MPA from PP-34, Dr. Nadia Aziz expressed her jubilation over the brilliant success of her party in the recently held local bodies’ elections. She thanked all the constituents and reiterated her firm resolve to work incessantly for the progress and prosperity of her constituency. However, major problems of the constituency were discussed in detail and it was found that most of the problems are the same as narrated and reported in the previous programs. It was good to learn that many people called during the program and spoke their hearts out.”

Zeeshan: Dear listeners, you are listening to Sunrise Pakistan from Sargodha. I am your host Zeeshan and hope that you all are doing well. I pray for your health and success. Once again we welcome you in the program Constituency Hour where Dr. Nadia is our guest who is an MPA from PP-34. We highlight the problems in the constituency and try to find a solution to them. Today we are again going to be with you for one hour. If you have any question or problem, then you can tell us about it. I may narrate the purpose of this program. One is to resolve the problems and bridging the gap between the MPA and the constituents. Different activities like bi-weekly and monthly forums are held and establishment of drop boxes at various places where people can lodge their complaints. These complaints are conveyed to the MPA and discussed in the monthly and weekly meetings. The spots where these drop boxes are installed are Kenchi Mor, Sana Medical Store, 49 Tail Juya Corporation, D Block New satellite Town Bhutto Samosa Corner, Tally new Farhan Medical Store and Queens Road Alkhaki Medical Lab. Bi-weekly constituency forum is held twice a month where ten local people hold meeting with the MPA. Monthly youth forum is held once a week where 15 young people from the constituency hold a meeting with their MPA. Live radio show is held once a month where your messages are received live. I welcome my worthy guest in the studio once again. How are you madam?

Dr. Nadia: I am doing well.

Zeeshan: Local elections were in the offing during our last interaction. Please brief us about the results and your expectations?

Dr. Nadia: In district Sargodha with the grace of God, majority of the candidates from Muslim League (N) has won while our opponent party has got just one seat. People have expressed their trust on us and we have won with a majority.

Zeeshan: We congratulate you on this success and hope that they will deliver.

Dr. Nadia: We awarded party tickets to the most deserving candidates and it proved good. We hope that the new councilors will do well.

Zeeshan: We often listen about rigging in the elections.

Dr. Nadia: The party that is alleging rigging in the election did not had good and enough candidates in these elections. I had told you that we faced a competition within our own party. PTI has got only one seat in the whole city. I think this allegation must cease now once and for all. They have been defeated repeatedly in the election and I think they must focus on something else now. Lame excuse will work no further.

Zeeshan: There was great hustle and bustle during these elections. Results were delayed and unexpected at times.

Dr. Nadia: Margin is short in local bodies’ elections and competition is often very close where blood runs very high. Votes are often divided and people win through a narrow margin. Your destiny fluctuates unless final result is received.

Zeeshan: It is hoped that local problems will be resolved locally now.

Dr. Nadia: We did not have such councilors at gross root level and now work load will be diminished on MPAs and MNAs.

Zeeshan: People expect too much but focus is often diverted to a few major problems and overall improvement is not carried out?

Dr. Nadia: If we work according to a plan and manage it well then progress is very much possible.

Zeeshan: We have some forms and let us include these in our show. But first I may say that teachers hold a high place in the society but they are not leave in comfort to perform their duty. Many teachers are transformed with the result that their promotion is stopped. What do you say about it?

Dr. Nadia: It is a wrong notion because promotion is always according to your tenure at job. It has nothing to do with your transfer. Transfer and posting is carried now a days according to a strict merit policy.

Zeeshan: Mr. Zaheer has asked about this scenario and he says that he has spent a long period of time in teaching profession and he is really dejected now.

Dr. Nadia: He may personally meet me and I will try to help him.

Zeeshan: Ijaz Ahmad son of Shabeer Ahmad has reported that the main problem is that of poverty in the region. This is a populated area and residential plots are hard to find. No new plotting schemes are in vogue now and poor people cannot afford to buy land for having a home.

Dr. Nadia: I think the present government has done much for the rural areas. Recent package for farmers is a good example which is proving a great relief for all the farmers. There is another scheme of filtration plant which is exclusively for rural areas. Our Chief Minister has also focused rural areas for expansion of new roads. Our focus is in rural region in Punjab and a major portion of our budget is allocated for it. As far as housing schemes are concerned, I may tell you that there is no place available in Sargodha to launch such a project. We will try to initiate a project in the near future.

Zeeshan: Package for farmers is a good one but still it is shrouded in suspicion. People are complaining that deserving people could not get the compensation because land owners get the money while the serfs are left high and dry.

Dr. Nadia: there are always such petty issues in such big schemes. Some of the non deserving people have tried to benefit from it but we have chalked out a proper inquiry system. There are still many problems but effort is being made to remove them all.

Zeeshan: You must appreciate that people are now becoming aware and are raising their voice when their rights are violated?

Dr. Nadia: Media is doing well in this regard and it is good to see people asking for their rights. Media is also guiding us.

Zeeshan: Daem Ali has also reported that agriculture is on the decline in Pakistan. Prices of wheat products are falling and he requests for farmer friendly policies.

Dr. Nadia: Prime Minister has announced aid for the crops of cotton and wheat and they will be supported considerably.

Caller: This is Basheer from Yousafi Colony. I want to thank Dr. Nadia for her efforts in our constituency. Recently you have constructed concrete streets at various places. We have the problem of clean drinking water and we request for a water supply scheme.

Dr. Nadia: I am thankful for your appreciation. This union council is faced with grave problems and I have diverted my attention towards it including two other regions. Major portion of my developmental funds are being used there. I will try my level best to supply clean drinking water throughout my constituency till next year.

Caller: May I talk to Dr. Nadia? This is Asim Muhammad and I am blind. I was told that I could receive monthly stipend but now I could not connect to the concerned department. How can you help me?

Dr. Nadia: You can come straight to my home and you will be welcomed there. Are you blind by birth or you have recently developed this problem? Where did you apply for stipends? I will consider your case and may guide you properly.

Zeeshan: If you are still listening to us then let us know when did you develop this problem? Ali Ahmad has complained that during the previous government a scheme for cheap loaf was started and he has requested for the revival of that scheme.

Dr. Nadia: he has raised a valid point and I will definitely discuss this issue with the Chief Minister.

Zeeshan: Tanveer Ahmad has also complained that education is faced with serious problems and for a last few years we are in educational crisis. Different experiments are undertaken but the situation is deteriorating. There are double standards of education in the country.

Dr. Nadia: Education has remained the primary concern of the previous and present governments. We have tried to make our syllabus easy and interesting. The issue of English medium schools and Urdu medium schools is a major issue but I think that education is prioritized and situation is improving. Books are available free of cost while quality of education is improved. New recruitments in education departments are highly qualified and appointed on merit. It will have long term positive effect.

Caller: This is Mian Tahir from Chak 48. I want to thank Dr. Nadia for her achievements. We had sewerage problem and Dr. Nadia spent million on it along with link roads.

Dr. Nadia: Thank you brother but remember that it is your right and I did nothing special. The caller belonged to an educated and political family. I want to give good news to Tahir that we have approved a change in the direction of a new proposed road according to his wishes. If God willing; it will go on the way it is proposed by us. Hamid Hameed is our MNA and he supported me in my effort to bring the desired changes in the direction of that road.

Caller: This is Hafiz Akram and I may tell you that I was blind by birth. I have checked my sight at various places but in vain. Please tell me your address Dr. Nadia?

Dr. Nadia: You can approach me easily if you ask anyone to lead you.

Caller: I want to talk to Dr. Nadia This is Sonia and I am also blind. I am studying in Second year. I am very fond to meet you because I have also a small problem.

Dr. Nadia: You can meet me any time. My home is in front of Mela Mandi Ground. You can come in the morning tomorrow.

Caller (Sonia): I have applied for a job but I could not get a job.

Dr. Nadia: Government has specified a certain quote for disable people. You should contact your MPs or I and I will make a request on your behalf.

Field Based Research Report

This is FM 96 Sunrise Pakistan Sargodha and I am Muhammad Zaheer. Today we are present in Basheer Colony in PP 34, Union council 4. Like the rest of the city, this place is also replete with so many problems like nasty sewerage system, Paucity of clean drinking water and broken roads. Let us know by the residents about their problems,

“My name is Muhammad Arshad and I have been living here for the last thirty years. Water is an issue, roads are broken and in worst condition. There is no one to ask about it. We request our MNA to do something for us and improve our roads.”

Sewerage is at the brink of disaster and splitting gutters are a good example. People say that it is a big issue and when it rains, water comes out to streets and even enter homes. Then people find it hard to vacate their homes,

“My name is Khalid Shehzad and I am a resident here for the last twenty five years. Sewerage is a major problem here. The lines put for sewerage are not according to the level of the streets. Most of these pipes are blocked now. I may request the Chief Minister and our MPs including Hamid Hameed to make efforts to improve the situation in our area. We are treated as step mother. They have never visited the place and have never acted well.”

Residents say that cleanliness system does not exist here and any empty plat is full with piles of dirt and garbage. It often spreads in the locality,

“My name is Shabeer and Dr. Nadia Is doing something for us while our MNA Mr. Hameed is doing nothing for us. Dr. Nadia has spent her funds in the area and resolved many of our problems. We appeal the government to ask our MNA to utilize his funds.”

Residents says that they have reported their concerns many times but in vain,

“My name is Muhammad Yousaf and I reside in Basheer colony. In this union council the main problem is lack of sweet water to drink. It is our long standing demand that we ought to have a separate water scheme. We have asked our MPs times and again to solve our problem. There are some sewerage issues but Dr. Nadia has fulfilled the demand of main road.  She has met our long lasting demands and she is doing well. But the issue of water supply is the pertinent problem and we request the people in power to provide us a separate water supply scheme.”

When will public problems be solved? This is a frequent question now and local problems are petty in nature but very important for the people. Progress starts with the streets and not with sky crappers. Unless these small and trivial issues are addressed, we cannot call a society a progressive one.

Zeeshan: Dear listeners, you listened to the report and we would like to know the response of our worthy guest. People are annoyed with the MNA and alleged great negligence on his part.

Dr. Nadia: I do not like to comment on this aspect but I would like to answer about myself. I have commitment with my people that within the next two and a half years; I will deliver in every respect. I will try to get sanction a project for drinking water.

Caller: This is Adeel and I want to greet Dr. Nadia When the offices and colleges break up then there is too much rush in the city while traffic signals keep off.

Dr. Nadia: It is a genuine problem and I had a meeting with the traffic officials. The problem is that our big installations and schools do not have parking facilities and most of the vehicles are parked on the road. We are trying to address this problem.

Caller: Abdul Latif is here and I am blind since childhood. I am 22 years old now. Could you please help me out?

Dr. Nadia: You can meet me and I will try to help you out. There are many facilities available to special people but our people lack awareness.

Zeeshan: Who will impart this awareness?

Dr. Nadia: Media can spread it. But not all the people watch TV or read newspaper. There are many posts for blind people but we need to facilitate these special people. There is a special committee to look after these matters.

Zeeshan: Can we have a special program about awareness?

Dr. Nadia: Yes indeed we can do that. Three people called us today and many more can listen to us.

Caller: I am calling from Sargodha but I do not want to disclose my name. I am really happy to learn that you are a member of Sargodha University syndicate. You tried to get a grant of 52 lac (fifty hundred thousand or 5.2 million) rupees from University and you are delaying the meeting for long.

Dr. Nadia: I swear by God that I never approached the Vice Chancellor for the grant. Being a Muslim you must believe me now. Teachers are respectable but if they are involved in corruption and violation of rules in appointments then it’s my right to raise voice. Another point is that never a meeting of the syndicate was delayed because of me. They can hold their own meeting without me. I have been serving my people for fifteen years and never have been alleged for corruption. Your Vice Chancellor has confirmed that Dr. Nadia has been wrongly blamed. You can tell lie but I can never dare to tell a lie. Read the newspaper of yesterday where it is told that appointments have been made through irregular methods by the syndicate. It is a robbery on government exchequer and merit is violated. Time has proved my version to be correct.

Zeeshan: I hope the caller will be satisfied now. We often look at the dark side of the picture.

Dr. Nadia: I wish we have a separate program about the University of Sargodha. I have a lot of material to expose about the affairs there.

Zeeshan: I would request Dr. Nadia to convey her message to her constituents?

Dr. Nadia: I want to thank my constituents for electing candidate from our party in the recent election. We are thankful for the trust and pray that we may remain to the right path to serve you well.

Dr. Nadia Aziz did well to spare some time to discuss and listen to the pertaining problems of PP-34 Sargodha in a time, when the whole province is too much preoccupied with the local government elections. She represents PP-34 as MPA and knows her constituents well. She talked in detail about the pertinent problems in her constituency besides her plans and efforts to resolve them during the program.  She advised all her constituents to vote for the most deserving and competent candidates in the local elections because these councilors will be mainly able to resolve their problems at their door step.

Zeeshan: Peace be with you dear listeners. I am your host Zeeshan and talking to you via Sunrise Radio Sargodha. I pray for your good health and success. We are here once again with the program called Constituency Hour. You know well that your MPA is our guest in this show. I would like to brief you about the format of this program. We have two objectives in this program. One is to resolve the issues of the constituency and then to establish connection between the MPA and her constituents. To achieve these ends, several constituency level activities are planned. Establishment of drop boxes at various places is one of them. Dr. Nadia: Thank you very much. I really like to be here and interacting with my constituents.

Zeeshan: I may tell my listeners that Dr. Nadia has many other responsibilities as well. She is also a member of drug task committee. She is a member of Public Health Punjab, chairman overseas Pakistanis in Sargodha and she is also head of Agriculture and Horticulture Punjab. She is also a part of several Non Governmental Organizations that are working for public welfare in Sargodha. How does it seem when it is told about you?

Dr. Nadia: It seems a difficult task to perform all these duties but if you are committed and divide your time equally, then it becomes possible. I have the good habit to rise early and I can manage all these activities.

Zeeshan: It rather seems a difficult task to manage all such hectic activities.

Dr. Nadia: I rise early and see off my children for school and then manage my affairs. My point is that rising early in the morning is the key to success in life. Late risers can never manage their affairs well because they have always paucity of time.

Zeeshan: It is indeed a good advice for all listeners. Early to bed and early to rise, make you happy and wise. Now coming to politics and local bodies elections, I may ask you to brief us about your recent activities.

Dr. Nadia: Local bodies elections will be held in the second phase on 19th November and definitely I’ll be involved in such political activities. We are busy in mass contact campaign. We are optimistic that our party will succeed in the elections. People have shown their trust in yesterday election.

Zeeshan: Which political party will win in Sargodha?

Dr. Nadia: I do not see PTI in my constituency and it will be hard for them to be runner up. The reason is that a leader has to display his leadership qualities. Allegations and fickle mindedness should be avoided. Nawaz Sharif has never uttered a vulgar or indecent word. PTI believes in protest and chants but local bodies’ elections need more than that. They need to have good public contacts and relationship. We have allotted party tickets to the most deserving candidates in all union councils. PTI has been knocked out yesterday in many parts of the Punjab and the same will happen here.

Zeeshan: Irregularities were widely reported yesterday and people have got scared?

Dr. Nadia: I think it is not a matter of alarm when we compare it with incidents in KP (Khyber Pakhtunkhwa). The problem is that in local council’s elections, most of the candidates are not bound by party rules and contest according to their own whims and priorities. Rigging was not reported and blame game should be done away with now.

Zeeshan: Is it not possible to impart some kind of training to all the contestants in the local bodies’ elections. Why cannot they be trained to participate peacefully?

Dr. Nadia: We have no concept of political training in our country. Most of our politicians had started their politics as student leaders. But the fact is that we need proper political training for all the contestants. It is quite natural to get emotional during the election the important thing is to keep these emotions under check. Negative politics are receding in our country. We need positive politics for long time effects.

Zeeshan: People are happy on account of local elections after a long time. People are also a bit confused because many new faces are contesting the election and it is hard to trust them.

Dr. Nadia: If I have to cost my vote then I have to see the qualification, social behavior and over all personality of a candidate. Our party has undergone intensive home work to sort out real representatives from each region. Their names were finalized by selection committees. It will yield good results for us. This election is for the workers and not for the leaders. Workers are appreciated through these local bodies’ elections.

Zeeshan: What should be your criterion to vote for a candidate?

Dr. Nadia: I have to see his academic qualification, social welfare activities record, pragmatism and his attitude. I advise all the people to opt for good people to resolve your issues.

Dr. Nadia: Mr. Faisal (caller) has identified some real issues. The first one was about dengue virus and I will instruct the health authorities to start a proper spray to control this virus. He also asked about rehabilitation in Queen’s road. I assure you that this process will take place this year.

Caller: (the caller could not be heard in the audio. Only the comments of anchor are audible)

Dr. Nadia: I will request the caller that I am not updated about this issue. All I know is that we have a special quota for disable persons in the recently announced posts. Your constituency is Sahiwal and I advise you to consult your own MPA.

Zeeshan: I was going to ask that is it essential to have an impressive personality to be a politician?

Dr. Nadia: (Laughingly) it is not certainly a requirement. If you move with heavy security and perks then people will shirk from you. Such people do not become popular. A politician should be humble and social. All that is needed is spirit and honesty.

Zeeshan: But all the pictures displayed on the poster during the election have candidates with big moustache and grim faces.

Dr. Nadia: It is not certainly true because all the candidates are humble and social people.

Zeeshan: Shahid Iqbal has lodged a complaint through the drop box and stressed that law and order situation is not good. He also requests for scholarships for students.

Dr. Nadia: Scholarships are essential for all the deserving students, but the government cannot overstep their available resources. We have scholarships by the Prime Minister to encourage such deserving students on a limited scale. Law and order situation has certainly improved. We have witnessed it during the holy month of Muharam.

Zeeshan: Mr. Zeeshan from New satellite Town has complained against heavy load shedding. He has requested for proper schedule for power failure.

Dr. Nadia: Load shedding has fixed timing at present for rural and urban areas. Federal government is making all possible efforts to get rid of this problem till 2018.

Zeeshan: Mr. Atif from Mahyan Town has reported that health situation needs improvement. He has also complained that their street is ignored till now.

Dr. Nadia: He has my commitment that I will repair his street. Chief Minister has full focus on health sector. New appointments are being made in the health department. Medicines are flowing fast to all the hospitals. Spurious drugs are contained in the market.

Dr. Nadia: I have some funds and I will construct the boundary wall to their cemetery. There are some issues of encroachment and when the wall will be constructed, this issue will be resolved.

Field Based Research Report:

Peace be with you dear listeners. You are listening to FM-96 Sunrise Pakistan Sargodha and I am CRSS reporter Muhammad Zaheer. Today we are present in PP-34, Union Council No. 19, Ward No. 4, Calcutta house and Twana Park. It is the most populated area of the city. Like the rest of areas of the city, this area is also faced with water issues, sewerage and broken roads. Sewerage is a common problem here but this area is also replete with it. Let us listen to the local resident about the steps taken by government officials to resolve these issues.

“My name is Osman Ijaz and I live in Tewana Park. Sewerage was the major issue here but now with the support of Dr. Nadia Aziz it has been reduced considerably. But the problem is still the same. Nadia Aziz has also helped about our flyover. Sweet water was also an issue which has improved. Girls College is being constructed which is a major achievement. We wish that our elected councilors will work well now.”

Local residents say that drinking water was a big issue but now problems are being solved one by one.

“My name is Muhammad Sajjad and I reside in Souda in Twana Park. Efforts are being made and Nadia Aziz is trying hard…piles of garbage should be removed.”

Streets and squares are having piles of dirt and garbage. Sweepers come in the morning and burn the garbage which is polluting the environment. Nobody is there to check such undesirable practices. Foul smell and smoke is all along. People are demanding to grow flowers along the roads.

“My name is Musarat. Dirt is too much while there is no cleanliness. Nobody comes to clean our area.”

Residents have to cross the railway line to reach city which is in great plight and only the residents have experienced it.

“My name is Mirza Muhammad Tehleel and I live in Twana park. This bridge has been closed since five years but now Dr. Nadia Aziz has opened it and it is about to be completed. I request that Nadia should do the same work.”

To ease the situation for citizens, flyover was inevitable. Work has been in progress for four years and was often delayed causing anxiety among the residents. But due to personal interests of Nadia Aziz, this bridge has been completed,

“I am Mian Muhammad Farooq and I am contestant for General Councilor from Ward 4 from Muslim League. Dr. Nadia Aziz has constructed a girl’s college. We want her to bring more funds and make further progress. Head Bridge was constructed due to her efforts. Work was delayed but now she has completed. TMA does not extend any help to us. Dr. Nadia Aziz is doing much for the constituency otherwise nobody has done anything. Twana Park has witnessed some projects by her. We hope that she will continue to support us in the future.”

Zeeshan: Mrs. Dr. Nadia, you listened to the report and I want your comments please.

Dr. Nadia: The report was about the populated area and I want to appreciate the efforts to identify such problems. It is my residential Union Council where people have always vested trust in me. I have not done enough for them and I wish to do much in the coming days. Flyover in that area is an important project and it is almost complete. We will properly inaugurate it soon. As far as TMA is concerned, I want to stress that new councilors are going to be elected soon who will look into such matters.  People should elect competent people.

Dr. Nadia: Mr. Mukhtar has turned our attention to an alarming situation. We have held three meetings about it where a high official from traffic department Mrs. Nelofar was asked to identify proper rout for auto rickshaws. The situation is alarming on our roads where no place is available for parking. Cheng Chi (Auto Rickshaws) is a curse in the city flooding our roads. A lot of time is wasted during rush hours while passing through the city. I hope the new local system will find some ways to resolve this issue. It is a pity that our people do not spare some place for parking while constructing a new commercial building along the road.

Zeeshan: We have a message from Muhammad Wazeem from 33 Shumali. He says that there are two primary schools in their area where one school has no teaching staff.

Dr. Nadia: It is not in my constituency but I advise the complaint to approach his own MPA who is there to resolve such issues.

Caller: (inaudible)

Zeeshan: Thank you very much for calling us.

Dr. Nadia: I have already stated that load shedding has been scheduled. You must appreciate our efforts to reduce this menace. We will see tangible improvement in the coming days. You have voted for the right person and rest assure that they are trying hard to address this issue.  I will also notify your request to the education officer about a school in 33 Shumali.

Dr. Nadia: Mr. Amanat was right about his complaint and I assure him that as soon as funds are available I will start work in their streets. Outline:

Punjab is bracing for local government elections and all the MPs are busy in making preparation. The elected MPA from PP-34 Sargodha Dr. Nadia Aziz is also involved in these activities. But it is good to see that she is also paying attention to her constituency. A lot of her constituents called during the program and she answered amicably to all of them. Like the rest of the country, PP-34 is also replete with problems but the outstanding issue here is the provision of clean drinking water and deteriorating sewerage system. Dr. Nadia has assured all her constituents that sufficient funds are flowing to address these issues. Paucity of parks, street crimes, faulty roads, unemployment and overall bad scenario of cleanliness in the city also came under discussion.

Zeeshan: Dear listeners, you are listening to FM-96 Sunrise Pakistan Sargodha. I am your host Zeeshan. I pray for your health and success. We are here in the program called “Constituency Hour” with our worthy Guest Dr. Nadia Aziz. I would like to brief you about the format of this program. We have two objectives in this program. One is to resolve the issue of the constituency and then to establish connection between the MPA and her constituents. To achieve these ends, several activities are planned to be executed in your constituency. Establishment of drop boxes at various places is one of them. Bi-weekly forums and monthly meetings along with this series of radio programs are some steps to achieve these purposes. All the complaints received through the drop boxes are discussed in these meetings. The spots where these drop boxes are installed are Kenchi Mor, Sana Medical Store, 49 Tail Juya Corporation, D Block New satellite Town, Bhutto Samosa Cornor, Tally New Farhan medical Store and Queens Road Alkhaki Medical Lab. Bi-weekly constituency forum is held twice a month where ten local people hold meeting with the MPA. Monthly youth forum is held once a month where 15 young people from the constituency hold a meeting with their MPA. And as you know that a live radio show is held once a month. Dear listeners, let us break the ice with our guest and extend warm welcome to her. How are you?

Nadia: I am well and thank you very much. We are busy in the preparations for local government elections that are going to be held on 19th November. Nomination papers are being finalized. We are about to start our vigorous campaign.

Zeeshan: It means you are too busy these days?

Nadia: Yes indeed because local bodies elections are going to be held after a long time. The credit goes to the ruling party. I think to address the problems of the people; the new system will be quite handy.

Zeeshan: Politics is a sacred duty but the politics inside various departments is different. What is your view?

Nadia: If politics is healthy then it is beneficial but if it is for leg pulling and for vested interests, then it is harmful. Politics in various institutions is good if the end is positive. Suppose there are two groups in an institution that work for the welfare of the department, then it is a healthy competition.

Zeeshan: Corner meetings are frequent in streets. Public is a bit confused about their selection.

Nadia: Local government elections are for the local people at local level. Candidates are residing with their voters and know each other so well. If I am a voter, then I will consider the qualification, family background and social activities of a candidate. It is a good opportunity for our people after a long time and decision must be taken after due consideration.

Zeeshan: Another problem is the power of community, family ties and traditions. People are guided by these considerations while casting their vote.

Nadia: I do not agree with this statement because I do not have a strong community in Sargodha. But my supporters and voters have never let me down. This factor may be affective in rural areas but not in urban areas. These are obsolete terms and concepts. Votes are drawn by your social interaction and ability.

Zeeshan: Election candidates make many commitments before the election. What do you think about it?

Nadia: People want their problems to be solved at local level. Candidates have to make commitment about these petty local issues. Every party has its own manifesto and propagate it before the election. So candidates at local level can also express their manifesto.

Zeeshan: Candidates make all kinds of promises and beseech voters before the election but once in power; turn a deaf ear to the issues.

Nadia: The point is that local people will be elected as Councilors and Nazims who can easily be approached by the voters. An MPA has a large area to supervise and cannot meet people so frequently but frequent interaction is possible for local councilors.

Zeeshan: Arshad Mehmood from Chak 47 has reported through the drop box that peace, economy, unemployment and defective road are our main problems.

Nadia: I assure him that this road will be reconstructed very soon.

Zeeshan: It is also said that from Queen Chowk to Chak 47, the road is in real bad shape and has withered away. This Road should be repaired.

Nadia: It is a main road with heavy traffic burden. It is going to be rehabilitated soon.

Zeeshan: What future do you foresee for these local councilors as politicians?

Nadia: It will serve as a kind of nursery for our future politicians. It is good to know that many youngsters are participating in these elections. It will be a good change in our political system. These youngsters are going to be MPs in the future. I am more than happy that you are not asking me any question about NA-122 re-election. Today all the allegations will be proved fake and bogus.

Caller: This is Ijaz from Farooq Colony. Please ask Nadia that when will the project for clean drinking water be completed?

Nadia: This project needs an NOC from the army because tube wells are going to be installed in army base area. Funds have already been released. It will be completed within one year.

Caller: My name is Nadia. Unemployment is wide-spread and it must be checked.

Nadia: You raised a valid point. Education is aboard now and unemployment is a great problem. The government of Punjab has initiated several schemes to check unemployment and all possible efforts are being made in this regard.  Yellow cab scheme and interest free loans are some of these schemes.

Caller: Talha is here from Sargodha. Mr. Ijaz is going to contest the local election as a Councilor. I want to appreciate him because he has done much for us. I request Nadia to promote such people in PML(N) (Pakistan Muslim league Nawaz, political party).

Nadia: I am really happy to know that my choice has been appreciated by the local people. Mr. Ijaz is a wonderful worker and feel no shame for undertaking cleanliness drive with his own hands. He is a well off person but clean the streets with his own hands. I salute his performance.

Caller: This is Arshad Mehmood. Price hike in not under control. It is making our life miserable. Medicines are scarce in hospitals as well.

Nadia: Mr. Arshad identified a serious problem in our hospitals. Government has taken a few initiatives in health department. Earlier, medicines for all the hospitals were purchased at local level. A standard was not cared about and most of these medicines were below standard. Now we have central rate contract with good companies and now we will have effective medicines at all our hospitals. I cannot comment fairly enough on price hike. Price control committees are effective in all the districts. Chief Minister is monitoring all these committees. Our market committees have proper check and balance system. It is a genuine matter that with the decrease in oil prices, all the other prices ought to lower down. Public should also help the government.

Zeeshan: It may be one reason that children sent to buy something form the market conceal the saved money.

Nadia: Children are children and it is their right (Laughingly).

Caller: Malik Qaisar Awan is calling from Green Town. We have the serious problem of sewerage here.

Nadia: Malik is a good worker and is always worried about his area. Water is available there but sewerage system is almost absent. I have utilized the funds for this year but I assure you that next year you will be have good sewerage system.

Caller: Shakeel from New Satellite Town is calling. I want to appreciate the government of Punjab for making life so good for us. I just want to thank them for all their efforts. I also want to say that walls have razed in Nela Mandi ground. It needs reconstruction.

Nadia: Mr. Shakeel shared the appreciation for Nawaz Sharif along with so many Pakistanis. I assure all the citizens that your protection is in safe hands. Militancy has receded and our play grounds are busy now. I will look into the razed wall of that particular ground.

Caller: I am Zahida from Farooq Satellite Town. I want to congratulate Nadia for managing her home constituency so well. Clean drinking water issue needs to be addressed.

Nadia: Thank you so much for your appreciation. It always provides me with the required impetus. Three clean drinking water projects are underway in the constituency. CM has promised to provide us the required funds for clean drinking water during the next fiscal year.

Caller: X-machine in the civil hospital is out of order and needs repair.

Nadia: I will talk to the official next morning about this problem. All the District Headquarter Hospitals have received sufficient funds to buy and repair such machines.

Caller: This is Malik Farooq from Tariqabad. We are great admirer of you Madam. We pray that you might always remain our MPA. Clean drinking water is a major issue in the whole constituency and we request you to resolve it as soon as possible.

Filed Based Research Report.

I am Muhammad Zaheer reporting for CRSS. We are in old Civil Lines in PP-34 where the problems of over population, traffic jam, rotten sewerage system, narrow roads, illegal encroachment and cleanliness have assumed dangerous proportion. Like other areas, it has the problem of clean drinking water and heaps of garbage everywhere. Residents are faced with these problems for long. According to the local residents, many complaints have been lodged with the municipal committee but in vain. Heaps of dirt and garbage are everywhere, causing several diseases. Let us talk to the local residents about their problems,

“I am Allah Yar in Old Civil Lines. Our sewerage system is a total failure and we have filthy water in all the lanes and streets. We cannot even go to the mosque to pray. Another issue is the paucity of drinking water. We are compelled to drink contaminated water. Third issue is the piles of garbage. When it rains, we have a total display of garbage everywhere. Plastic bags are always flying in the air. We do not understand what is our government doing? Nobody is there to listen to us.”

Residents say that sweepers are kept as their private servant by the officers and influential people. When we approached the officials in TMA, they came up with the excuse that lack of essential tools and machinery is the main cause of dirty streets. Water below the soil is not good to drink and people are mostly drinking polluted water. People are forced to buy water,

“My name is Nighat Yasmeen and I reside in Old Civil Lines. The prominent problems here are availability of clean drinking water and sewerage system. I request Nadia to resolve these two issues as soon as possible. Winter is approaching and we face paucity of gas in winter. There is no welfare institute for our girls. I request Nadia to establish a welfare institute for our poor girls to learn some skills.”

Residents say that water is not available but when it comes then it is polluted.

“My name is Muhammad Ijaz. Situation was worst before I assume my duties here. All the colonies like Zahoor and Aziz Colony were drenched in dirty water. We worked as a team and now we have overcome this problem. All the people appreciate our efficiency. We are contesting the election now and I am hopeful that my whole panel will be successful depending on our efficiency.”

Zeeshan: Dear listeners, welcome back after the report.

Nadia: Old Civil Lines is also my residential area and all these issues are mine as well. Sewerage system was in real bad state one year ago. We facilitated local teams and almost ninety percent area is cleared now. A mega scheme is also going on in the same area. It is incomplete now because of some issues that will be resolved soon. Drinking water was also mentioned in the report. This area is included in the new drinking water scheme. We are constructing water tanks in different areas and then we have to repair all the drinking pipe lines. This project is about to complete. Garbage will be removed from all places within one month. Provision of gas during winter is also a problem here. I have requested the regional manager in the concerned department to look into this matter. I will also consider the request for a welfare institute for girls. A new institute has been established in New Satellite Town called TEFTA which will be functional next year.

Zeeshan: What is the main reason of gas load shedding in the whole city?

Nadia: When there is power failure, then people resort to power generators. The point is that generators now use gas as fuel. They consume the gas provided for domestic use. They connect a device to the pipe to draw out and collect gas. It drains the gas making it deficient for other homes down the line.  It is an illegal practice.

Zeeshan: I want to say that when that cylinder bursts, it can be devastating.

Nadia: It is a dangerous practice and must be avoided

Zeeshan: Abdur Raouf Naswana has reported that a lot of time is consumed to get Form B to register your child in the concerned department. It is a complicated process requesting that it should be made simple.

Nadia: The caller has raised a genuine problem because government wants every new born baby to get registered within fifteen days of his birth. Late registration may cause several problems. NADRA has a great role to play in the new schemes of things as initiated by the government. Verification of each citizen is essential.

Caller: This Is Mumtaz Ahmad from New Satellite Town. I want to notify that there are no street lights causing an increase in street crimes. I faced a mobile snatcher the other day and it is because of darkness. Water issue is also important.

Nadia: All these problems are due to ineffective role of TMA. I request Mr. Mumtaz to vote for good honest people in the coming local bodies’ election. These problems will be easily resolved at local level. I have raised the issue of street light with the concerned authorities. I cannot disclose the arrangements that we have made but I assure all the constituents to resolve this issue very soon.

Caller: This is Amjad from Alf Chowk. There is no park in Sargodha for children. There is a large piece of land in Chak 47 lying vacant. Kindly think about it.

Nadia: Mr. Amjad has attracted my attention towards an important issue. I will consider this request and the specified piece of land. Parks and Horticulture department is the concerned department where I serve as the vice chairman. I will utilize all the available funds and I wish to have highly developed park in Sargodha.

Zeeshan: I was talking about a complaint from the drop box. It is mentioned that cleanliness arrangements are not good at University road.

Nadia: I disagree with this statement because it is the only road which is clean and has a good system.

Caller: This is Ahmad from Chaklala Colony. We are faced with sewerage problem.

Nadia: This area does not come in my constituency.

Zeeshan: Another complaint is from Khawar Zafar from Omar Park. He says that banks of the canal should be decorated with plants and trees as done in Lahore.

Nadia: I endorse his statement. I have raised this issue time and again. When the authority will start working properly, then the issue will also be resolved.

Caller: This is Malik Ijaz from Tariqabad. I just want to thank Nadia for resolving our issue.

Nadia: There is no need of thanking me. I am elected to serve you well.

Zeeshan: Now we may talk about NA 122. I want to ask you that whether we should make politics as a matter of ego?

Nadia: Ego should be eliminated from life because it is self-destructive. It was essential that this election might be held to reply fairly to all the allegations. Khan Sab had to get a fair reply. A specific political party has displayed immaturity. Now they should accept the results. I am sure they will allege that Nawaz Sharif has utilized the whole official machinery to win this election. A man should stand by his words and may not eat his own words. This defeat should be accepted as a great lesson. I congratulate Ayaz Sadiq for his success.

She reiterated her firm resolve to resolve the outstanding issues including clean drinking water and sewerage system in her constituency. Zeeshan: Dear listeners, you are listening to Sunrise Sargodha radio. I hope you all are doing well. Once again we are here with the program Constituency Hour where we invite your elected MPA, Dr. Nadia Aziz to discuss your pertaining issues. Our aim and objective is to resolve the issues of public concern and minimize the distances between the constituents and their elected representatives. To achieve this end, several efforts are being made including the establishment of drop boxes at various places in the constituency along with complaint forms.  These boxes are opened once a month and the identified problems are then conveyed to the MPA. First of all I would like to welcome our guest.

Dr. Nadia: Thank you very much. I am sorry for being late because of my public activities. I was in a public gathering where I was stuck and could not escape in time to reach here. I was in new satellite town which takes almost half an hour to reach your radio studio.

Zeeshan: We owe you many thanks for sparing time to fulfill your commitment with us. Ground realities are not always favourable though. I want to ask you about your recent political activities?

Dr. Nadia: Sargodha is bracing for local elections and nomination papers have been called. We are finalizing our candidates for the local council elections. For the last one month, we have been involved in this affair.

Zeeshan: How is the response of the public towards your activities?

Dr. Nadia: Public is always willing to accept you in their company to talk about their problems. I try to address the problems at the spot wherever it is possible. Otherwise we coordinate our meeting with them. Public is always ready to give us a positive response. Their anger is natural when there is a serious problem.

Zeeshan: I have received a letter about our last show. You were highly appreciated in that letter. It was written that only those people are criticized who are capable of doing something. It was also stated that your constituency is progressing well. I want to ask you that why our street problems could not be solved after so many years.

Dr. Nadia: We simply lack planning. If your look at the old streets in the city established during the British Raj, then it could be realized that there was proper planning for houses, park, markets and wide roads. But when our population increased, our people spread in every direction without any planning. The core issues in my constituency lie in New satellite Town which are caused due to uncontrolled population with no planning. Another reason is that we are in the habit of digging the streets again and again. Sewerage system is often spoiled when new pipes are laid for gas and water. These are the problems which now resemble a mountain of problems. I am trying to reform the sewerage system but people demand otherwise. Funds are issued after a hard struggle by an MP and it must be utilized properly.

Zeeshan: Who is responsible for poor planning?

Dr. Nadia: No single government can be blamed. We have faced military dictatorship most of the times in the past. District administration is mainly responsible for such planning. I was having a meeting with overseas foundation officials where I received a complaint from a colony which was constructed by a private owner. It has no water and sewerage system. I stressed strict action against the owner to give a message to others. We have resolved these issues slowly but every individual and department must realize its responsibility.

Zeeshan: Construction companies resort to heavy publicity. Advertisement cost a lot of money but the need is to facilitate the people than concentrating more on just advertisement?

Dr. Nadia: Reputation is very important for any construction company but it depends on your positive track record.

Caller: This is Dr. Shoaib from Gulshan colony. We are lucky to have an MPA like Dr. Nadia. We are satisfied with her performance as an elected MPA because she is well aware of all our problems. We request our Chief Minster to make her a provincial minister.

Dr. Nadia: Who told you that I am going to be a minister? Just pray for my success.

Zeeshan:  It has been reported through the drop box complaint of Mr. Irfan Ali from Kenchi Mor that the biggest problem with them is power crisis. He says that still load shedding is quite rampant.

Dr. Nadia: I would like to tell him that before our government, the load shedding was even worst. But now we have better situation and rest assure that your elected leadership is hell-bent on resolving all your issues. I am hopeful that load shedding will be contained when we come for vote next time.

Zeeshan: Touqeer Amir from North Sargodha says that education and price hike are the major issues. He also says that educational degrees are not issued in time when they complete their course.

Dr. Nadia: Our Chief Minister has focused on education in every respect. We have recently started working on our curriculum to bring it at par with international standards. I am quite optimistic that our government institutions will be much better now. Teachers and students are present in schools now. Overall education scenario is improving rapidly. He also mentioned delay in degrees. I have taken a note of it and this issue needs speedy resolution because students can’t be delayed for the next session. I will take up this issue.

Caller: This is Noor from Sargodha. I reside in Jinnah Colony where sewerage system is in a plight. We could not reach the mosque with clean clothes. Nobody pays heed to our requests.

Dr. Nadia: I paid a visit to this place a month ago and was amazed to see that all the streets were clean. Nevertheless, I know about their problems. I have issued more than five million rupees for this issue. Tehsil Municipal Administration (TMA) has to be reformed by our public representatives and for that reason people should elect the deserving people. Local government elections play a vital role in a democratic system. People should elect candidates with a will to work for them. All the relevant departments will do well if local councilors are capable.

Caller: I am Shaheen from Omar Park.  I want to say that employment opportunities should be provided.

Dr. Nadia: She referred to a valid problem. Ban on recruitment should be lifted right after the local elections. Many jobs will be available then. People with low qualification are offered various schemes of employment by the Chief Minister. One phase has been launched and it proved a success. People applied through applications and the process was transparent and according to merit.

Caller: This is Hfiz Muhammad Saleem from Farooqa. I want to say that our prime minister contested election from here and won. But still we have piles of problems here. Situation is worst when it rains.

Dr. Nadia: This is a lucky constituency and we get jealous to know that a greater amount of funds are granted to this constituency. This is not my constituency and I’m afraid that I cannot do anything for you.

Caller: This is Muhammad Kashif from Sargodha. Dr. Nadia has done a lot for us and now we have an improved road. She has also solved our problem related to a playground.

Zeeshan: I guess you have been to New Satellite Town because this time people are praising you.

Dr. Nadia: Last time some people were just joking with me.

Caller: Rao Ghaour is here. Dr. Nadia is our MPA and I want to say that she has done well for PP-34. Water supply and sewerage system has improved. She has also established a girl’s degree college in Sargodha. She is highly praised by her constituents.

Dr. Nadia: I wonder how did he come to know about all my activities. I would like Rao to guide us. I believe in fair politics. All I need is your guidance and prayers.

Caller: This is Haji Abdul Ghafoor. I want to say that that Dr. Nadia has showed maturity as a politician. She is working indiscriminately for the benefit of all the people.

I am CRSS reporter Zaheer. We are in Gulshan Basheer colony. It has been established 25 years ago but is faced with piles of problems. Let us talk to the residents about their problems.

“My name is Muhammad Saleem and I have been residing here for the last ten years. Our sewerage system is in worst state. You can see filthy water all along. When it rains, we cannot come out of our homes. We have requested time and again but nobody pays any heed to us. Political representatives come during the election but forget us afterwards.”

 Roads are like pools of dirty water and residents are confined to homes. Many have fallen in this dirty water. Foul smell is everywhere. Roads are so bad that residents are complaining all about it. Homes are being affected due to standing water.

My name is Mudassir Hussain and I have been living here for the last seven years. Since my arrival, I have seen no improvement here. I request our MPs to complete our streets and link road to be constructed. Our MPs should visit this town to resolve our issues.”

Water is a gift of God and indispensable for life but cleanliness is a must. Dirty and contaminated water causes many diseases. Local residents say that water is scarce and whatever is available in also polluted. Even clothes cannot be washed with this dirty water.

“I am Shabana Naseem. Our foremost problem is of drinking water. We cannot even wash our clothes with contaminated water. Roads are also not good and water is standing there all the time. Our kids cannot access their school because we do not have a primary school. We request Dr. Nadia to help us out because she is doing well.”

This is a congested area but like the rest of the city, government is unable to provide clean drinking water to the residents. It has resulted in a precarious situation.

“My name is Dr. Shoaib and I have been here for the last ten years. We have done much for this area and recently Dr. Nadia has sanctioned ten crore (Hundred Million) rupees for this locality. Phase 2 project will resolve the issue of clean drinking water. Sewerage system will also be improved soon. I request Dr. Nadia to release our funds as soon as possible.”

Zeeshan: What do you have to say about the report?

Dr. Nadia: I know about all their problems. Sewerage issues will be resolved because I have issued grants for them.

Caller: This is Riaz Cheema calling from Chak 47. I just want to appreciate the performance of Dr. Nadia.

Dr. Nadia: Thank you Mr. Cheema for such kind words. He is a good teacher.

Caller: I am calling from Gulshan Basheer. I want to say that Dr. Nadia is a good leader. She listens to our problems patiently and pays due respect to everyone. I intend to go for psychology.

Dr. Nadia: I think we need such educated ladies in politics.

Zeeshan: Jamal from Bahal Vally Lahore Road has reported that unemployment is a big issue. He says that he has been fired.

Dr. Nadia: It is a dilemma with the contract employees who are fired frequently. Government has a certain procedure for employment. I am personally against contract employment.

The elected MPA from PP-34, Dr. Nadi Aziz is making all out efforts to control these problems but people are getting impatient because they have no clean drinking water at homes while filthy water is all around. Live calls were pouring in during the show and some of the callers lost all patience and harshly criticized their elected MPA Dr. Nadia. The menace of sewerage has tarnished all her other contributions for the uplift of her constituency. She has worked well for promotion of education as well.”

Zeeshan: Dear Listeners, you are listening to FM 96 Sunrise Radio Sargodha. I hope you all are doing well. Today we are again here with the program called Constituency Hour. We convey your concerns to the elected MPA from PP-34 Mrs. Dr. Nadia Aziz. I welcome her and may ask her about her recent activities?

Dr. Nadia: Local bodies’ elections have been announced and we are busy in dealing with it. Our political campaign has started and I am also taking care of some developmental projects in my constituency.

Zeeshan: Our objective is to resolve the local issues and bridging the distance between the MPA and constituents. Five drop boxes have been installed in different areas of PP-34 where you can register your complaints. There are biweekly and monthly youth forums where local residents can discuss their problems with Dr. Nadia. Ten people participate in biweekly meeting while monthly youth forum is held once a month where almost fifteen young people meet Dr. Nadia. This radio show is aired once a month where you can also convey your concerns and issues. Dr. Nadia: We are working on several public health schemes about sewerage system. Our Chief Minster has also approved a mega project for the whole region which is passing through the essential paper work.

Zeeshan: What is the response of people?

Dr. Nadia: I am not a magician to solve it at the spur of the moment but I hope all will be well during due time. You cannot satisfy all the people. It is almost an impossibility but we can make the best possible effort. All you need is to be honest and determined.

Zeeshan: I also want to ask that we have a tendency among our people holding state responsible for each and everything.

Dr. Nadia: Without the support of civil society, nothing can be achieved. But you are right to some extent because people want us to clean their streets and doorsteps. This has to be done by a certain department which is responsible for it and MPs have no greater hand in it. There are thousands of employees with that municipal department. We can only facilitate them but an MPA cannot virtually take up the cleanliness campaign. Our primary responsibility is to legislate. But unfortunately everything is expected from MPA. We are a part of the system and cannot deny anyone.

Zeeshan: We do not criticize for reformation but do it for the sake of criticism.

Dr. Nadia: I have seen many people who give us practical suggestions although some of them are uneducated. I always seek suggestions from the local residents and some of them come up with quite valid suggestions.

Zeeshan: Many people allege that MPs do not stand by us in mourning and weddings. They just promise and vanish?

Dr. Nadia: Whenever I am informed about any such happening, I make it a point to register my presence with such people.

Zeeshan: And what about the established concept of making promises by the politicians?

Dr. Nadia: The fact is that we cannot disappoint a visitor and we have to make some promises to give them some consolation.

Zeeshan: I guess it is clear to our listeners now that what the logic behind such promises is. If we visit the constituency, then it is clear that situation is not good in regard to cleanliness. What is the basic reason?

Dr. Nadia: There are multiple reasons for it. Some areas are good in comparison to other places.

Caller: Malik Tipu is here from new Satellite Town Sargodha. We are staunch followers of Nawaz Sharif League. I have not seen Dr. Nadia for the last two years paying any visit to our area. I do not know where to go to seek help. There is a ground in front of my home where stagnant water is playing havoc with our lives. We cannot even pass our funeral procession through this dirty water. Our MPA has never cared about our worst condition.

Zeeshan: Is there any developmental work going on in your area?

Malik Tipu: I do not see any such developmental activity going on in our area.

Dr. Nadia: Mr. Tipu has expressed quite valid concerns but I want to correct him that I have frequently visited New Satellite Town. I have constructed two roads there last year. He will see within days that we are going to inaugurate a new project there since tender has been approved. We faced devastating floods last year and then we had to spend our funds on the security of schools. Now funds have been released to us worth 12 crore rupees. But all this has to pass through a certain procedure and they have to wait a bit. I agree that work has been delayed but definitely it will materialize. It is my promise that all the blocks in his town along with two union councils will be my prime focus now. They will witness a lot of progress till the end of this fiscal year. I have been nominated as the vice president of developmental committee for public parks and many such projects are in the pipe line. But it is also true that we have not delivered up to their expectations. It is their right to get annoyed but I promise to do much this year.

Caller:  I am your regular listener. You have provided us with a good platform through this show. My name is Malik Sarfaraz and I am calling from Tariq Abad. I want to ask Dr. Nadia that she has started the project of Girl’s college. She has also upgraded the middle school. I request her to speed it up because results have been announced and our children need admission. When will it be completed? This is a rainy season and this girl college has one wall adjacent to the cattle market where rain water accumulates. She has rightly said that this issue does not belong to her basic duty but people in the cleanliness department care about MPs and she must call them.

Dr. Nadia: He has asked relevant questions. I want to tell him that girl’s middle school has been up-graded and construction is going on. It will take a few months and I am hopeful that till April next year, classes will be started. In regard to girl’s college, I may clarify that such projects take almost three years. I have visited the site and almost fifty percent construction has been completed. It is the only girl’s degree college in Sargodha which is under construction. I am really happy about this project. He has also reported about sewerage issue adjacent to one wall. I want to tell him that a new park will be constructed in his area.

Zeeshan: The good news is that parks are going to be constructed in Sargodha.

Dr. Nadia: We are going to launch a project with the name of Bab e Sargodha (Door to Sargodha) to give a beautiful entrance to our city. I am very keen about such beautification projects. I said to the Chief Minster that I also want to beautify my city like Lahore.

Zeeshan: It is time to listen to a report about Jinnah Colony.  There is a caller…

Caller: My name is Gujar. We have a serious problem of sewerage and road in our street.

Dr. Nadia: I know about his problem and I assure him that during this fiscal year I will resolve his problem.

Field Based research Report:

I am Muhammad Zaheer reporting for CRSS. I am present in Jinnah Colony where sewerage system has made life miserable for the people, disease are spreading because filthy water is standing in streets and even entering some houses. Residents say that because of no proper sewerage system, people are faced with serious problems. Let us listen to the local people about their pertaining problems. “My name is Muneer Ahmad and I reside in Jinnah Colony. We have plenty of problems here. Sewerage system is worst with broken streets and lanes. We have no clean drinking water. Our MPs come and make promises to us. Municipal Corporation has always turned a deaf ear to all our requests. We do not know where to go. We are residing in the worst conditions. Nothing has been done for us. Now that local elections are coming, we cannot help but to vote for Muslim League because we do not any other choice. We are forced to buy drinking water.”

Now we have another resident and let us inquire about his problems. “My name is Haji Zulfiqar Ali and I have been living here for almost forty years. You can see filthy water all along. Road is damaged. People have encroached upon the road. We have requested time and again but nobody is ready to listen to us.”

It is almost fifty year since this colony was established but the problems have remained the same. Sewerage is a big issue along with paucity of clean drinking water, “We do not have a pipe to receive clean drinking water. Municipal committee provides us water only once a day. Garbage is everywhere. We have so many problems when it rains. There is no mechanism to protect us from this filthy water.”

Now we have a potential political candidate with us. Let us know if he is aware about the local issues and what is his future vision, “My name is Mirza Muhammad Waseem Noor and I am contesting the election for Vice Nazim. We have a serious problem of sewerage in this area. We often approach the concerned authorities but nobody helps us. We are forced to drink contaminated water. Our area is replete with heaps of garbage and filth. It shows the failure of TMA. We request our MPs to resolve our issues.”

Zeeshan: Madam, you listened to the report and I want your comments.

Dr. Nadia: People have shared the genuine problems with us. It is a populated area and each street has its own problems. Some streets have chronic issues. Funds for three streets have been released and work will start soon. Rest of the streets Including Chunna Bhatia will also be solved to a great extent this year. The serious issue is that they get water just once but it is a common problem of the whole region. We have requested for a major project. We have received a mega project for sewerage system this year. We will demand for clean drinking project next year. It is the duty of TMA department to take care of cleanliness. Most of the pumping stations are out of order which is the main cause of dirty water in the area. TMA has failed and is not able to resolve our issues. I have requested that my constituency should be sourced out so that we may have a clean environment.

Zeeshan: Green belt was also mentioned in the report.

Dr. Nadia: Our stream has collapsed in the area. I have requested to repair the stream and its banks if we want to have a green belt. We will take up this issue but we need to repair the stream first. Encroachment is also a major issue in my constituency. Road has been blocked because all the shopkeepers have encroached upon the it.

Caller: This is Malik Saad from new satellite Town. Dr. Nadia has never come to our locality. There are too many mosquitoes and dirt all around. She is just beating about the bushes.

Dr. Nadia: I would like to reiterate that I have paid several visits to that place, so it is not my fault if they are not present at that time. I have also held an open forum in the same area. I wonder why they are unaware about this event. New satellite town is my priority now and the process will start soon.

Zeeshan: We have some complaints from the drop box. Ghazanfar Ali from Kenchi Mor has lamented about price hike. He has also requested to increase the salary for the employees.

Dr. Nadia: Fares and petrol prices have reduced and prices are under control. Government has also increased the salaries this year.

Caller: This is Malik Amin from Shaheen Colony. I want to ask Dr. Nadia that at which forum we can complain about the problems of overseas Pakistanis?

Dr. Nadia: There is a special committee to address the problems of overseas countrymen. You can register your complaints through the internet or can approach me. They can also approach district and provincial administration. Most of their problems are about confiscation of their property. Their complaints are properly perused and moved to the concerned officials who decide according to merit.

Caller: I am calling from new satellite town. We voted for Dr. Nadia whole heartedly but I have never seen her around. We are living like animals but she damn cares. I remind her that she has to contest the election once again. I am a student and I dislike politics when I see their conduct.

Dr. Nadia: I think people should care about ethics while talking to a woman. If the caller has not seen me then it’s not my fault. I have stood by my constituents in every situation. If I can deliver then they should vote for me otherwise they can refuse me. Politicians are making this country go ahead and they should not hate politics so much. Your allegations should be directed against TMA authorities and not against me. There are some places that do not have roads and drains. The basic reason for most of the ills is that no MPA has resided in their area. They should be thankful to me for making hectic efforts for the whole constituency.

Caller: This is Osama Rehman. Dr. Nadia is annoyed about the tone of the caller but we are living in the worst possible conditions of life and it is hard to remain calm. I have never seen Dr. Nadia in my area and she is denying this fact.

Zeeshan: I want to ask you that which way is used by you when you go to New satellite town?

Dr. Nadia: There is only one road to this town but I think the last three callers are in some collaboration to tarnish my reputation.

Zeeshan: Zeeshan Gul from new satellite town has complained that roads are in worst condition.

Caller: This is Zahida Parveen from Tariq Abad. She has done much for us but I request her to solve the issue of dirty pool in this area. It causes of diseases and insects. We request her to turn it into a park.

Dr. Nadia: This problem is in my notice and Cantonment authorities have promised us to turn into a productive unit.

Zeeshan: Shahid Iqbal from Shadab Town has requested to construct a road to their area.

Dr. Nadia: This road has been approved to be constructed.

Caller: My Name is Javed Akhtar and I request Dr. Nadia to take some pity on our area. We have so much filthy water that even boats can sail in it.

Dr. Nadia: I have told you several times that road is going to be laid soon.

Caller: My name is Sehar and I calling you once again. We do not want to see the graceful personality of Dr. Nadia but would like to appreciate her work.

Dr. Nadia: I am telling you that I have spent a lot of money over your area. I have constructed a new school for you and have undertaken the projects of roads and sewerage.

Zeeshan: I want to ask you a question that if pretty face with grace is essential for getting votes?

Dr. Nadia: You need patience and tolerance more than your grace to be a politician. You need to spare maximum time for your constituency. Votes are sought depending on your efficiency and past records.

Zeeshan: You mean a superman can join politics.

Dr. Nadia: You need not to be a superman but be a patient person.

Zeeshan:  Jan Masih from Chack No. 47 has thanked you for constructing a road for them. He has requested for construction of shoulders to that road.

Caller: I want to tell Dr. Nadia that sewerage is a grave problem in New satellite Town. Our clothes get filthy when we go to Masjid. Dr. Nadia has only come once when she was seeking our votes.

Dr. Nadia: I also go there for resolving their problems while votes are sought after five years.

Caller: This is Dur-e-Najaf from Iqbal Colony. I have been listening to all the callers and I am annoyed to observe that their tone was not befitting. I want to say that vote is your own choice and nobody can force you to misuse it. It takes time to resolve such serious issues. I want to ask a question that why people could not help themselves and criticize others.

Dr. Nadia: I want to thank her for such nice support.

Zeeshan: I am calling from Fazal town. We have a madrassa (Religious school) for boys and girls in street 3. There are no lid on gutters and may cause some unfortunate incident.

Dr. Nadia: I have transferred a considerable amount of money to Fazal town to resolve this issue.

Dr. Nadia: I respect the feelings of all the people. Politicians should always exhibit patience. “The elected MPA from PP-34, Dr. Nadia Aziz was the guest of hour in ‘Constituency Hour’ for Sargodha. Like the previous programs, water remained the focal point in PP-34. It was reported that most of the areas in PP-34 do not have clean drinking water. But the worst problem is the absence of any valid sewerage system in this populated constituency. Most of the residents complained that water issue has made their lives miserable for all practical reasons but their MPA tried to give some consolation when she mentioned mega water projects for the whole Sargodha city. She stressed once again and hoped that provision of clean drinking water and a good sewerage system will be completed within her tenure.

Zeeshan: Dear listeners, you are listening to FM-96 Sargodha. Your host Zeeshan is here with a lot of prayers for you. Today we are again here with the program Constituency Hour where we talk to your elected MPA to discuss your complaints and problems. We convey your concerns to you elected representative through your calls and drop box lucky dip. We have Dr. Nadia Aziz with us and I welcome her in the show. How are you?

Dr. Nadia Aziz: I am well and thank you.

Zeeshan: What is going on these days in regard to politics?

Dr. Nadia Aziz: We are busy in preparation for local bodies’ elections.

Zeeshan: How do you manage all this because politics consumes a lot of time?

Dr. Nadia Aziz: If the will is there then everything can be managed. I am in the habit of rising early and so I can manage everything.

Zeeshan: Dear listeners, our prime objective in this show is to convey your concerns and talk to your MPA. Dr. Nadia Aziz has installed five complaint drop boxes at five different places in her constituency. She also holds bi-weekly and monthly meetings with her constituents to discuss the pertaining issue. Two meetings are held with ten constituents as part of biweekly meetings. Dr. Nadia Aziz: I think that this radio program is very helpful because those people get to interact with us who cannot approach us normally. Biweekly and monthly meetings are having good effects as well because we have the opportunity to talk in detail with our constituents. I have started open forum meetings as well. I also call heads of different departments along with the public. We will try to resolve problems at the spot.

Zeeshan: What kinds of problems are faced by the people in PP-34?

Dr. Nadia Aziz: Our whole city is faced with the genuine problem of clean drinking water and sewerage system. It is a common problem and people always demand its resolution. I am thankful to the Prime Minister because he has sanctioned a project of 26 crore rupees for Sargodha. Another project of 12 crore is also in the offing on college road.

Zeeshan: Beside the drinking water, what problems are there in regard to education?

Dr. Nadia Aziz: Basically boy’s colleges are rare in our city while we have three girls’ colleges in the city. I am hopeful that Chief Minister (CM) will be kind enough to provide another boy’s college in the city. I understand that Mian Shahbaz Sharif, CM, Punjab has full focus on education. Admission in schools have increased with regular attendance of the teachers. We have introduced biometric system. We are now working to change the curriculum because it is out dated.

Caller: My name is Faisal from sector 47. I want to say that our main road is out of shape and stagnant water is all around us near the main store. Kindly solve this problem for us.

Zeeshan: Thank you for calling us.

Dr. Nadia Aziz: Faisal was right about this problem. This road was constructed during my tenure but a small portion is still not concrete. I promise that as soon as I receive the funds, I will work on it.

Zeeshan: Malik Mushtaq from Mahafiz Town Sargodha has reported that situation is good within our limited resources. He says that armed forces are doing well to impart health services to its people. My question is that why our government cannot do the same?

Dr. Nadia Aziz: I may explain that armed forces treat their officials only while our health installations are for the common people. Our CM has tried to reform the health sector for the last one year. It is evident that our situation has improved comparatively for the last six months. We have recruited doctors and other staff members. We had prepared a list of missing facilities in all the hospitals and we are providing all the facilities. I may share the good news that there will be central rate contracts in health sector to avoid corruption through local purchase. We will provide medicines to the patients in the hospitals. You might know as well that CM has constituted probing bodies to check & control pervious drugs and corruption in the health sector.

Zeeshan: He also says that there are good private educational institutes but why government has failed to give good institutes?

Dr. Nadia Aziz: It is true but now trust of the public is improving on government institutes because we are working hard in this regard.

Caller: I am talking from Bahawalnagar and my name is Taj Muhammad. We are almost drowning in dirty water.

Dr. Nadia Aziz: I have noticed his problem and want to say that sewerage issue has become a chronic problem for my constituency. I will take it up as soon as I receive the funds.

Caller: I am Mushtaq and want to say that we do not have any clean water to drink.

Dr. Nadia Aziz: I started with a water project when I was elected as MPA.  I promise that till next year, you all will have clean drinking water at your homes.

Zeeshan: We have plenty of water in Sargodha but not for drinking purpose.

Dr. Nadia Aziz: When a city expands and develops, then it must be according to some plan but unfortunately our cities are expanding without any planning. We have to dig road sand streets again and again.

Caller:  This is Akram Tarar from Canal Park. Dr. Nadia Aziz has sanctioned water scheme up to Muradabad but we request her to extend this scheme to our homes as well.

Dr. Nadia Aziz: During my last tenure, pipes were laid down for them but there was no source behind it. I will not do anything to bluff my constituents. I am realistic in this regard and I cannot promise you anything unless I consult my advisors to know the ground realities. However, I promise Mr. Akram that his area will be incorporated in our next project.

Field based research report:

Dear listeners, I am reporter Muhammad Zaheer from CRSS. I am present in PP-34 Canal Park where flawed sewerage system has made life miserable for the residents.  It is hard to pass bye due to dirty water. Let us know about such problems from the residents,

“My name is Khursheed Alam Khan and I live in street 6 here. We have too many problems which can be easily resolved. We have contaminated water and bad sewerage system. Most of our roads are broken and water is everywhere when it rains.”

We have another resident who says,

“My name is Malik Iqbal and I have been residing here since 2006. We have so many problems but the major issue is sewerage system. We cannot get hold of TMA officials to help us.”

Have you consulted any responsible person?

“Yes indeed we have approached them but nobody has helped us.”

What is your opinion?

“My name is Muhammad Akram Tarar and I have been residing here for the last ten years. I am thankful to you to be with us and listen to our problems. We are faced with a number of problems but no one has ever tried to get us rid of these problems. We have approached our MPs and TMA authorities but in vain. Our main problem is sewerage system. All our pipes are worn out and drains are full of dirt. We have arranged a private septic tank in the area. It is out of order now and we request the authorities to help us. We need to run this tank and I request the TMA authorities to provide the necessary equipment. We have a children park in the area which is full of stagnant filthy water because all the sewerage lines are blocked. We get our cloth dirty when we pass through that park. Our roads are also in bad shape with holes and depressions. Water is also spoiling all our roads. We need to resolve these issue but nothing has been done till now. Our third problem is to have clean drinking water. Most of the available water is saltish in nature. We need proper connections because we just need the main pipe line as we have pipes laid to each house. I request all the concerned authorities to pay special attention to these issues because they are the people who are responsible to resolve it for us.”

This locality has been populated since 23 years but the problems have remained the same.

Zeeshan: You listened to the report Madam?

Dr. Nadia Aziz: It was good report and problems were highlighted. I have told you that CM has given us 1200 million rupees for the sewerage system in our area. It is a huge amount and we have hired consultants for it. Survey will start soon. I am sure that this project will cover most of my constituency and sewerage problem will be dealt accordingly. I want to stress that I have warned time and again TMP authorities to facilitate the people but they are not ready to provide any help. We are in the habit to look toward MPA for each and everything but TMA is responsible to clean your gutters and not your MPA. TMA has to mend their ways. We are criticized for all the ills of TMA. I warned them once again to mend their ways. The officer in charge is a good person but one good person cannot make any difference. We have put a cut on our funds and provided ten million rupees to TMA authorities to deal the issue of sewerage. We need a lot of staff and effort to clean the dirt and filth accumulated for the last twenty years. Cleanliness is not my prime responsibility.

Zeeshan: Roads and sewerage is the main problem mentioned in the report. Do you hire consultants locally or from other places as well?

Dr. Nadia Aziz: Consultants are always from big companies.

Caller: I am Asif from sector 47.  You both are doing well in the program. I want to ask a question that whether we do not have a water issue in sector 47? Sewerage problem is the main problem in our area. I request Dr. Nadia Aziz to resolve water issue for us.

Dr. Nadia Aziz: I may complete my talk before the call. We need to enhance some water schemes in the area and we will do it accordingly. I had constructed Nalka Road. I have received another five crore rupees for roads. My priority is to construct the main road first. Mr. Asif asked about drinking water from Sector 47 and I may reply that we have some politicians who just want to grab votes and money. I have visited the water tank as mentioned but my question is that when there is no source of water then what is the use of laying pipes and constructing a water tank? I have discussed this issue with public health engineer and he told me that it is a defective project. Let me find another way out. I agree that it is our responsibility to find a solution for their problems.

Zeeshan: I also want to ask that when someone criticizes a person or a group, then people gather around him but when he is given the opportunity to go ahead then he is often left alone?

Dr. Nadia Aziz: Media has made our people aware and now people pursue their demands. I do not agree to your statement.

Zeeshan: We have Amir Shahzad Gondal from Z Block in new Satellite Town. He laments about paucity of clean drinking water and sewerage system.

Caller: This is Murtaza from Sargodha. I reside in Manzoor colony and water is our main problem?

Zeeshan: What kind of water?

Murtaza: Clean drinking water.

Dr. Nadia Aziz: They all have similar problems.

Caller: This is Noman from Hameed Town. I am thankful to Dr. Nadia Aziz for being here. We have the major issue of roads in our area.

Dr. Nadia Aziz: Thank you for such kind words. Hameed Town is not a part of my constituency but I will request your concerned MPA to look into this matter.

Caller: This is Muhammad Yousaf. Our main drains are full of filth and dirt because the concerned officials clean only small drains.

Dr. Nadia Aziz: I may convey the good news that my project has been approved and work will start soon. It is my commitment that you will not find dirty water around the masjid mentioned by the caller.

There were only two girl’s college and we faced severe problem because most of our girls could not get higher education. I am very thankful to Dr. Nadia Aziz to establish a girl’s college for us. We are proud of our MPA who is a highly qualified person. I pray for her health and success. I also want to request her to pay attention to our roads.

Zeeshan: Where are you talking from?

Sarfaraz: I am talking from Kaka Sab along with some other elders of the area.

Zeeshan: Thank you for such kind words but I request all the callers to be brief. There is another complaint about traffic police who are alleged to receive bribes. But it is not true. As for the hike, it is also said that prices have gone up because of increase in petrol prices.

Dr. Nadia Aziz: I want to say that a summery has been moved to lower down the prices of petrol and diesel. I hope it will be approved soon. I assure my listeners that they have elected a dedicated and competent government who will take good care of them. I have already told my listeners that I have provided money from personal funds to TMA officials to undertake cleanliness drive in the area. It is always good to receive appreciation and I am thankful to all those who have praised me.

Zeeshan: I am really thankful to you for being with us and listening to all the problems mentioned by your constituents. I request my listeners to adopt a positive attitude in life. I want to ask a last question that if you get a magic lamp then what will you do for Sargodha?

Dr. Nadia Aziz: if I get hold of a magic lamp then I will try to make Sargodha a model town with all kinds of facilities. I wish to make my city a place replete with modern facilities with progress and prosperity all around. I am a human being and I work according to the funds available but I assure my constituents that I am an honest custodian of their funds.

“Water has become a chief concern in PP 34 Sargodha. On one hand, its provision in the form of clean drinking state is the biggest demand of all the inhabitants but on the other hand, properly disposing off the wastewater is also a huge problem. Dr. Nadia Aziz has been struggling to resolve both these issues since her election as the MPA from PP-34 and has started three mega projects to address this issue. She is optimistic that the water issue will be resolved during her tenure. She has expressed her deepest gratitude to the Chief Minister of Punjab for his kind support and generous allocation of funds for her constituency. She also requested her constituents to show patience because these outstanding issues need time and cost. Other issues of trivial nature were also discussed during the discussion.”

Zeeshan: Dear listeners, you are listening to FM-96 Sargodha with your host Zeeshan. I hope you all are doing well. We are here to talk about your problems. The name of today’s segment is Constituency Hour and the aim is to convey your problems to your elected Member of Provincial Assembly (MPA). All your issues need to be addressed and we aim to do the same today. Center for Research and Security Studies has taken this commendable step to bridge the distance between your MPA’s and you. Today we are here with your MPA, Dr. Nadia Aziz. I welcome you and ask you about your recent activities.

Dr. Nadia: I am doing well and we are busy in the budget discussion these days along with the issues in our constituency.

Zeeshan: Is it true that politics drains most of a politician’s time and there is no time for yourself?

Dr. Nadia: It is very much true but if the activities are constructive and for the betterment of the people then nobody should mind it.

Zeeshan: Let me share the basic aim of this program. Our aim is to bridge the distance between your elected member of parliament and the constituents. The method is very easy; you have to call us live on 0483012370. You can also send us a message on 096 8282. I would like to tell you that there are also other activities going on in the constituency. The foremost among them is the placement of drop boxes, Monthly youth forms, biweekly discussion meetings and radio programs. Compliant forms are also available in these drop boxes. These drop boxes are opened once a month and these reach the MPA. The five places where these drop boxes are installed are Kenchi Mor, Sana medical store, Unchas Tail, Juia Corporation and Bhutto Samasa corner, New Frahan Medical store and Alkhaki Mediacal store.  Biweekly discourse is held twice every month while monthly meeting is also held where ten to fifteen young constituents talk face to face with Dr. Nadia. An effort is made thus to resolve the problems of the constituency.  Now I would like Dr. Nadia to talk because I have talked too much. Please tell us what are the major issues as narrated and reported by your constituents?

Dr. Nadia: This show is very helpful. We are already in touch with the people and those who cannot contact us directly share their problems through drop boxes. My constituency lies at the divisional headquarter of Sargodha. A major issue here is clean drinking water. There are other small issues like sewerage. Our Chief Minister is kind enough to grant us funds from time to time.

Zeeshan: We will pray for your success because problems need to be addressed.

Dr. Nadia: Our population has increased rapidly and the facilities are not sufficient to meet our requirement. We are trying our level best to solve our issues. I am optimistic that most of the problems will be solved during my tenure.

Zeeshan: Two of our calls dropped. What is your opinion about it?

Dr. Nadia: Either your system is faulty or I am lucky.

Zeeshan: It may be that people are scared and cannot talk to you out of fear.

Dr. Nadia: No my people are not deterred by me and my cell phone is always busy.

Zeeshan: Let us include some of the problems mentioned in drop boxes. One is Mr. Rizwan Qaisar from New Satellite town. He is satisfied about the law and order situation and education but he is worried about energy, health and price hike. What is your simple answer?

Dr. Nadia: New satellite town has got its own problems. You have to see that it has only been two years since we are in power. Price hike has been curtailed and our economy is recovering. Our Prime Minister and Chief Minister are doing well.

Caller:  I am Imran from Sargodha. I welcome Dr. Nadia in the studio. I want to ask about the recent budget of Punjab. What portion has been sanctioned for the blind and special people in Punjab?

Dr. Nadia: There are definitely special allocations for the special people as is always done. Special seats have been announced for such people.

Zeeshan: A person in the drop box has complained that there is no clean drinking water.

Dr. Nadia: This is a core issue in New Satellite Town and we are trying our level best to resolve it. The issue was addressed in three phases. First phase has been completed and the Chief Minister has promised to grant us funds to complete the last phase.

Zeeshan: He says that there is no arrangement for sewerage water.

Dr. Nadia: This is a housing society and the pipes used in the beginning start were small in sizes which failed to cater for the increasing population. Our Chief Minister has initiated a project which will be completed in two years.

Zeeshan: It is also written that mobile crimes are frequent in New Satellite Town?

Dr. Nadia: I have talked to DPO and he has promised to address this issue.

Zeeshan: While going through all the complaints, I have assessed that problems are of trivial nature. I want to know how long have these been there?

Dr. Nadia: Basically these problems have emerged due to inefficiency of TMA. But now there is a new Administrator Mr. Farooq Sindho who is keenly looking after these issues. I have visited the areas with him. We are holding regular meetings with him.

Caller: My name is Omar Riaz. I just want to know about this program.

Zeeshan: What do you want to know?

Omar Riaz: Just tell me about your objective and we will all understand it.

Dr. Nadia: I welcome you and want to tell you that we are here to talk about the problems in Sargodha city. I seek the cooperation of the civil society.

Zeeshan: I think he misunderstood the basic aim of this show. Let me mention the complaint tendered by Rizwan Qaisar once again who has lamented the fact that without bribes nothing can be achieved in this country.

Dr. Nadia: I agree with him and stress that corruption has become a culture in our country. But it is also true that we also encourage such corrupt people when we offer bribes.

Caller: My name is Iqra and I am calling from Sargodha. I have nothing to report but why is ‘he’ not doing the program?

Zeeshan: She was asking for a particular person to host the show. I may refer again to Mr. Rizwan who complained that police is not doing well?

Dr. Nadia: Mr. Shahbaz Sharif is very much particular about this issue. Land reforms have taken place and land record has been computerized. It will curtail corruption. We need to focus on police. But it depends upon the officers. If an officer is honest and noble then all the subordinates will do better. The situation is in control in Sargodha.

Zeeshan: What could be the reason for the better law and order situation in your constituency?

Dr. Nadia: Some areas have serious problems but in my constituency the situation is under control. There are trivial matters like mobile snatching and we are trying to control it. If the head of the department is honest and dedicated then it can be contained.

Zeeshan: But the police have complained that they have long duty hours with no facilities. Their strength is also not sufficient. They find it hard to perform well.

Dr. Nadia: I think it is true that the police force is not sufficient in Sargodha. A summary has been moved to the Chief Minister and it is hoped that this issue will be addressed.

Zeeshan: We have a report to air in the show.

Field based Research Report:

I am Reporter Muhammad Zeeshan reporting for CRSS. We are present in Basher Colony in PP 34 where dirt and filth have made life miserable for the local people. If you look around, there is a sorry sight of heaps of garbage, filth and cricket affecting all inhabitants and passers-by. There is every possibility of the spread of infectious diseases due to these conditions. What have you to say, Mr.?

Respondent: My name is Muhammad Arshad. This is a poor region and a stream also goes through this area. People throw garbage along the margin of this stream and the situation is worse. We request our MPA to clean and beautify this bank in the manner as streams in Lahore are cleaned so that we can have a good morning walk along its bank.”

Respondent: My name is Muhammad Naeem and I had been living here for the last thirty years. The biggest problem here is that almost all the roads are muddy and not metalled. People are also living in mud houses. There is always dust in the air. Some sweepers are asked to broom here daily and it is good to see that some of them are coming here for cleanliness. But it is required that cleanliness should be done on a regular basis. It is also essential that all the garbage should be taken away from this area and dumped at a far off place.”

We would like to know about the problems faced by people here.

Respondent: My name is Muhammad Yousaf Sandho and I had also contested the local election. The major issue in this area is clean drinking water. We need it so badly. Shallow water in the area is so much contaminated that even clothes cannot be washed with it. Another issue is that the sanitation and sewerage systems have totally collapsed in our area. Dr. Nadia has granted us 57 lac rupees for sewerage which has solved the problem in some areas. But the need is higher. Another problem is that people are mostly poor and cannot afford to pay for private health facilities. We have requested the MPA and the Punjab government to install a free dispensary for the local people. I still stress that clean drinking water is the serious issue. We are happy to have an MPA like Dr. Nadia who is in constant touch with us. I have never seen any other MPA around.”

Zeeshan: Have you contacted anyone in the authority about the water problem?

Respondent: “Since Dr. Nadia is here as our MPA, we have tried.. We arranged a proper valve and water got distributed between Basher Colony and Jinnah Colony. But water is still never enough for the locality. Not everyone can benefitfrom it and many people still remain without water. We need separate water arrangements for our congested Union council.”

Zeeshan: We can easily assess that sanitation and clean drinking water are serious issues in this area. Because of poor planning and bad efficiency of TMA, people are faced with a multitude of problems. When we approached TMA officials about these complaints, they came up with the answer that paucity of staff and facility in TMPA are mainly responsible for the augmenting of so many problems.

Zeeshan: Respected Listeners, welcome back after the report. How did it feel when you listened to your constituents talking in their own voices about their problems?

Dr. Nadia: I know all these areas and the issues they face. Some of the areas have chronic issues of sewerage. There are certain private housing colonies which are devoid of any sewerage system. A mega project is in the offing to resolve this issue. It was my foremost promise and I am determined to resolve it.

Zeeshan: No doubt, work is under progress at several places but it is also a sad fact that companies remember late that the road has to be dug again to pass a pipe of drain.

Dr. Nadia: Sewerage is my main concern and funds have been utilized for it which is always required in abundance.

Zeeshan: Roads are high while houses are at a lower level. When it rains, water enters people’s houses and cause problems for them during rain.

Dr. Nadia:  It is true about Yousaf Park and Jamil Park that the road is higher than the houses. But I am telling you that a Mega Sewerage project is under process and its completion will eradicate all such problems.

Zeeshan: It was also reported that the availability of clean drinking water is a major issue.

Dr. Nadia: It was worst until I provided some funds to ameliorate the situation.

Zeeshan: It was also requested that the stream should also be renovated like the one in Lahore?

Dr. Nadia: It is also my wish to beautify both the streams in my constituency.

Zeeshan: Moazam Haroon has also lodged a complaint with a proper address. He is disappointed about unemployment.

Dr. Nadia: It is a common issue throughout the country. The ban on jobs has been lifted now and I would appreciate the merit policy of our honorable Chief Minister. Recently, the police and education departments have inducted on the basis of merit which is essential for a better future.

Zeeshan: Mr. Ghulam Abbas has also written that the poor are getting poorer and the rich are getting richer. Our government should have some laws where the poor can also get their rights.

Dr. Nadia: We are trying to improve our revenue by levying taxes on luxury items. We have not imposed any new taxes on food items for poor people.

Zeeshan: He has also written that there is no law in this country.

Dr. Nadia: Laws are always there but we need implementation in our country.

Zeeshan: People always talk about a change of the whole system?

Dr. Nadia: How can you change the whole system? We have to improve the existing system through implementation of laws and justice.

Zeeshan: Who will implement the law?

Dr. Nadia: Government will do it and you will see it in the near days. We have to decide which law is to be implemented. We are moving ahead with the right spirit and you will feel the change.

Zeeshan: Malik Muhammad Khalid from Canal Park says that all the roads are broken and need repair.

Dr. Nadia: I have visited that area and I constructed the main road for them. They are in need of repair now and I assure them of a speedy response. It is a wrong practice in the whole province that MPAs from the opposition do not get funds for their areas. But I am sure that with the available funds I will be able to resolve most of the issues. A girl’s degree college is under construction. A girl school is under construction. The second largest building of TEFTA is under construction in my constituency.  It will be the second largest in the whole province. Our CM has announced an engineering college in my constituency. Development is going on but still the demand is so huge that it requires time and cost. I am thankful to Nawaz Sharif for the handsome funds in regard to sewerage projects. Change will come when the implementation of budget schemes and special projects are initiated.

Zeeshan: We want instant response and it has become our habit. Muhammad Rizwan from new Satellite town has also reported that there are no street lights and no lighting system in the park. He also says that the law and order is not good.

Dr. Nadia: We have a shortage of police force and patrolling is thus low. My main focus is now on four union councils and I am investing much in these. Three water supply projects are underway in my constituency. Most of the projects are time-consuming and I request all the people to show patience.

Zeeshan: Street lights are another issue?

Dr. Nadia: We have estimated this issue according to the area. TMA is in the worst condition with no revenue. This department does not have enough funds to pay its employees. I own this department now and the administration is taking interest.

Zeeshan: I may also mention that officials in TMA are always rude and do not respond readily.

Dr. Nadia: It has become a wrong practice in our country that people want to be paid for doing nothing. But for the last six months you can see the officials of TMA working in proper uniforms.

Zeeshan: We need a check and balance system for those people who do not permit others to do well. Such people are drawing huge salaries and enjoying luxuries of life but do not perform their duty well.

Dr. Nadia: I do not know who you have in mind but personally I am very much at ease in dealing with all the officials in Sargodha. They pay heed to whatever we say and they try to resolve the issues.

Zeeshan: We have another complaint in the drop box. It is reported by Raja Muhammad Sarfraz Khan from Cheema Colony that law and order is in the worst state. There is no education, health or other facilities. He says that Dr. Nadia from PP 34 has a good behaviour but other political people are not good.

Dr. Nadia: I know that person personally but I will contend that we try to solve all the issues at the local level, while the issues at national levels are addressed by our leaders. You can see that terrorist acts have receded. Look at the energy issue and the number of projects that are initiated in recent times. I may request the public to observe the change. Load shedding has been reduced and we intend to finish it soon. We are very much concerned about these issues and people are looking towards Muslim League only as their saviors.

Zeeshan: I am very much thankful to you for being with us despite the fact that your health is not good. You listened to all the problems as reported and showed your resolve to solve them.

Dr. Nadia: I am really thankful to you for giving me this opportunity. I enjoyed the hour.
